Trump Administration Offers Federal Workers Buyouts Amid Return-to-Office Mandate

The Trump administration has unveiled a sweeping buyout program for federal employees, a move that has sent shockwaves through the U.S. government workforce. This unprecedented initiative, known as the "deferred resignation" program, offers millions of federal workers the opportunity to resign voluntarily in exchange for pay and benefits through September 30. The administration expects up to 10% of federal employees to accept the offer, which comes as part of a broader push to end remote work and enforce a strict return-to-office policy.

According to an email sent out by the U.S. Office of Personnel Management (OPM) on Tuesday evening, federal workers who choose to accept the buyout must resign by February 6. The process is startlingly simple: employees need only to reply to the email with the word "Resign." Once they accept the offer, they will continue receiving pay and benefits for eight months but will not be expected to work.

The buyout applies to all full-time federal employees except those in military service, the U.S. Postal Service, immigration enforcement, national security, or other positions specifically exempted by their employing agencies.

Since taking office, President Donald Trump has made it clear that remote work in the federal government is coming to an end. On his first day, he signed an executive order mandating all executive branch agencies to eliminate work-from-home policies implemented during the COVID-19 pandemic.
"We're five years past COVID, and just 6% of federal employees work full-time in office. That is unacceptable,"
a senior administration official stated, referencing a report from Senator Joni Ernst, R-Iowa. The administration’s stance is that federal employees must work in-office full-time to maintain accountability and efficiency.

Elon Musk, head of President Trump's "Department of Government Efficiency,
"has lauded the buyout program as "fair & generous"
on X, the social media platform formerly known as Twitter. The program's email subject line, "Fork in the Road," is notably similar to the wording Musk used in 2022 when he issued an ultimatum for Twitter employees to either embrace long work hours or accept severance pay.

Musk, a major financial backer of Trump’s re-election, has been vocal about the need for increased productivity and efficiency in the federal workforce. However, the extent of his involvement in crafting the buyout policy remains unclear.

Not surprisingly, the buyout proposal has drawn sharp criticism from the American Federation of Government Employees (AFGE), the largest federal labor union.
"Purging the federal government of dedicated career federal employees will have vast, unintended consequences that will cause chaos for the Americans who depend on a functioning federal government," AFGE said in a statement. "Between the flurry of anti-worker executive orders and policies, it is clear that the Trump administration’s goal is to turn the federal government into a toxic environment where workers cannot stay even if they want to."
With the February 6 deadline looming, federal employees must make a critical decision. Will they stay and comply with the strict return-to-office policy, or will they take the buyout and move on? The administration has made it clear that it expects compliance and that agencies will undergo restructuring and potential downsizing in the near future.

White House press secretary Karoline Leavitt reinforced this message, stating,
"If federal workers don’t want to work in the office and contribute to making America great again, then they are free to choose a different line of work, and the Trump Administration will provide a very generous payout of 8 months."
